Our work is grounded in over 15 years of applied evaluation experience in California's K-12 education system. We've led evaluation efforts for some of the state's most complex initiatives — from multi-site improvement networks spanning dozens of school districts, to federal grant programs serving high-need student populations.

CEO and lead evaluator, Shannon Coulter, holds a Ph.D. in Educational Psychology with specialization in Evaluation, Measurement, and Statistics, and is an alumni of the Harvard Strategic Data Fellowship. In 2026, he was honored with the Strategic Data Project (SDP) Strategic Data Impact Award — a national recognition for empowering stakeholders with actionable data.
